I was facing the same issue for one of my Phone Gap project (Android studio 3.0.1).
Making the target Sdk Version to 26 will cause other issues and you will have to tweak your app to adapt to the Oreo platform. Just making the Make sure you have Android SDK 8.0 on your development environment.
