The report's headline claims that the aircraft will be coming from South Korea, although the content of the report reveals that it is still unclear from which country the aircraft will be acquired.
The SIPRI report also did not indicated the additional fighter aircraft's source, so we can say that the Philstar's headline was incorrect or unintentionally misleading.

This comprises 12 more SAA/LIFT aircraft, and 12 Multirole Fighters (MRF).
